From Card to Cloud – NZ Customs Service | NZ Traveller Declaration App
Overview
Turning the old arrival card into a smart digital experience was a leap into the future—and I was lucky enough to help make it happen. This was a once-in-a-generation transformation, and I loved being part of the team that brought it to life.
The Challenge
Four government agencies. One $200M programme. The operational complexity was vast and the goal ambitious. What was the overarching aim? One simple goal: make arriving in New Zealand safer, faster, and more connected. But we weren’t just replacing a form—we were rethinking how data, privacy, and public trust come together at the border.
Approach Taken
I started by managing the Policy, Legal and Privacy stream—bringing together diverse agency requirements into one coordinated, people-friendly solution. I began as 2IC for Tranche 2 and 3, and then later moved into managing Policy, Legal and Privacy stream, which was a more significant piece of work. This entailed leading the planning for our Cabinet reporting and funding case. My focus was always on clear, grounded communication—so decision-makers could act with confidence. As always relationships and consistent collaboration were both key to success.
Outcome
The app launched to the public and is now part of everyday travel for thousands. At the time of writing, more than 2.8 million digital declarations have been completed by air travellers since the new system was introduced in August 2023. What I’m most proud of? That we built something collaborative, future-focused, and rooted in public service. Most importantly it’s upgraded our arrival systems to align with new legal and privacy standards which help improve the safety and security of New Zealand.
